It depends on where your buyers are. Selling internationally, English is often enough. Wanting DACH customers, you need German content, because German buyers and technical departments search in German even when their English is perfect. What matters then is clean hreflang so the language versions don't push each other out of the index.

Technical improvements often take effect within weeks; new content needs a few months depending on the topic.
